Strategic monitoring and performance evaluation for provincial government

The premier’s office of a South African provincial government was tasked with implementing a monitoring and evaluation system to ensure that the implementation of government policies was coordinated across provincial departments and agencies. The existing system involved reports prepared against the targets outlined in the premier’s annual State of the Province address and aligned with departmental strategies. However, haphazard and fragmented co-ordination between different agencies was leading to duplication of effort and wasted resources. IPMC consultants were part of a team that implemented a network based approach to the reporting process with the aim of dramatically improving collaboration and communication between different departments and agencies around strategic initiatives, procurement, supply chain management and employee contribution towards innovation in the delivery of essential services.

This included the benchmarking of procedures against best practices being used by the court system of a neighboring member state of the EU and recommended steps for implementing changes.
